ADB conducted a regional Knowledge and Support Technical Assistance (KSTA) to bolster knowledge and initiatives for air quality enhancement. Operating in 07 cities (Erdenet, Peshawar, Ho Chi Minh, Faridpur, Sialkot, La Trinidad, Vinh Yen) across five Developing Member Countries (DMCs), namely Bangladesh, Mongolia, Pakistan, Philippines, and Vietnam, the assignment aims to boost DMCs’ capacity in formulating policy actions, technological solutions, and business cases for air quality management. This includes crafting city-level Clean Air Action Plans (CAAPs) integrated into overall city development plans, with investment estimates for CAAP implementation.

Scope of Services

  • Facilitate national and city stakeholder identification for Project Inception Meetings.
  • Prepare presentations for Manila’s Project Inception Meeting, emphasizing Peshawar and Sialkot.
  • Complete preliminary CAAP online training, creating City-level Stakeholder Mapping and Communications Plan.
  • Lead city-level inception meetings and devising the implementation plan.
  • Assist in identifying air quality monitoring locations, engaging stakeholders for data acquisition.
  • Lead city diagnostic report development, consolidating inputs from the national team and international experts.
  • Contribute to technology transfer, organizing activities in Pakistan.
  • Organize policy consultation meetings, contributing to the Policy Option Matrix.
  • Assist in Clean Air Action Plans development, facilitating consultations.
  • Provide monthly progress reports, liaise with ADB national office for updates.
  • Input for stakeholder maps, communications plans, and city-level implementation plans.
  • Contribute to the city assessment report under the City Coordinator’s leadership.
  • Collect data for health impacts assessments, supporting International Health Experts.
