The objective of this CDTA consulting service is to assist the PID in transitioning from a conventional irrigation provider to a Water Resources Department in line with Punjab Water Policy and Punjab Water Act, 2019. Funded by ADB, the project addresses challenges such as water shortages, infrastructure decay, low productivity, governance gaps, and water quality issues, the project focuses on institutional reforms and capacity building. It aims to enhance PID’s capabilities in water resources planning, operational management, disaster management, river ecosystem, groundwater, and marginal quality water management. 

Scope of Services

  • Analyze policy implementation options, strategize for increased water availability, sustainable groundwater abstraction, and improved water quality. 
  • Conduct training, capacity building, and awareness programs. 
  • Assess Punjab’s groundwater, propose recharge and pumping reduction options, plan and execute two pilot projects, and provide a management plan. 
  • Develop an Integrated Water Resources Management (IWRM) framework, propose an institutional structure, and train PID staff. 
  • Develop river basin plans considering upstream-downstream uses, provide management plans, and train PID staff. 
  • Prepare Punjab’s Water Vision 2030, conduct water use projections, identify development gaps, and support new projects/programs. 
  • Design documents for a Water Resources Information System. 
  • Provide a plan for upgrading Irrigation Research Institute (IRI), aligning it with department requirements, and training staff. 
  • Assess existing staff capacity constraints, develop a plan to improve staff capacity, and prepare project reports incorporating feedback
