The IRCB consultants aim to enhance institutional capacities in Khyber Pakhtunkhwa’s P&DD, focusing on staff training, asset management, and land-use control. Funded by ADB, the project aims to develop standard business plans, propose financial sustainability models, introduce performance measures, and suggest cost recovery tariffs and private sector contracts. The project covers Abbottabad, Mardan, Peshawar, Kohat, and Mingora, targeting water supply, sanitation, drainage, solid waste management, and urban development, including smart cities. 

Scope of Services

  • Improve water and sewerage services to customers. 
  • Enhance technical and commercial efficiency of water utility, sanitation, and solid waste management operations. 
  • Ensure full cost recovery and financial sustainability of city Water & Sanitation Companies. 
  • Conduct SWOT analysis and design business & operational models for municipal services. 
  • Design an overall Integrated city management solution/mechanism. 
  • Design a mechanism for calculation & forecasting of ROI & ARPU for the Government 
  • Identify and support implementation of sustainable solutions. 
  • Potentially involve direct outsourcing arrangements or establish public sector special purpose vehicles. 
  • Develop sustainable, operational, and financial business models for investment schemes. 
  • Undertake institutional strengthening and capacity building of Water & Sanitation Service Companies (WSSCs) and City Governments. 
  • Collaborate closely with Local Government, WSSCs, and other stakeholders.
