The Pakhtunkhwa Energy Development Organization (PEDO) is engaged in two significant hydropower initiatives, Gabral Kalam Hydropower Project (GKH) and Madyan Hydropower Project (MHPP), backed by World Bank financing. GKH, near Kalam, will construct an 88 MW facility generating 339 GWh annually, while MHPP, near Madyan, targets 157 MW with an expected 767.5 GWh yearly. The assignments include construction oversight, feasibility updates, and comprehensive technical assistance for hydropower and renewable energy projects. The project aims to increase hydropower capacity, boost electricity supply, and mobilize additional finances to accelerate hydropower development by the GoKP.

Scope of Services

  • Conduct overall project preparation studies, surveys, and site investigations.
  • Develop feasibility-level designs of the hydro-electric power stations and perform economic and financial analysis.
  • Provide baseline data for environmental and social impact assessments (ESIA).
  • Assist in preparing various plans: ESIA, ESMP, RAP, LRIP, and SDP.
  • Prepare estimates for environmental flow requirements (EFR).
  • Identify ways to maximize project benefits and design project works.
  • Develop detailed engineering designs and tender documents.
  • Formulate PC-I, implementation arrangements, and institutional setup.
  • Evaluate project management, administrative structures, and financing options.
  • Provide project and financial management support, including procurement and commercial financing.
  • Assist during the tendering process, including pre-qualification and bid evaluation.
  • Act as “the Engineer” for drawing approval and construction supervision.
  • Provide project management support and implement ESIA, EMP, RAPs, and SDPs during construction.
  • Assist in procurement activities and develop a computerized financial management system for the project.
