In three decades (i.e. from 1984 to 2014), 1,400 mini dams were built in the Pothohar region. The actual command area developed so far is far less than the design command area i.e only 5% command area (850 ha) developed out of 17,000 ha. This study identified the potential options for improving productivity and sustainability of min dams in the region. The study scope included (i) map-out the mini dam command areas in the Pothohar Region; (ii) identify constraints to the development of the mini dams command areas using advanced irrigation systems; (iii) propose public-private partnerships approach to introduce microfinance institutions and NGOs able to offer a support system for farmers; (iv) prepare feasibility for the identified intervention, and (v) prepare a Regional Investment portfolio for the Pothohar Region including information about the scope of investment projects in the agriculture sector. 

Scope of Services

  • Evaluation of the existing local best practices in the country on advance irrigation technologies using solar pump system and agricultural practices, as well as innovative training and extension services. 
  • Analysis of the livelihood and socio-economic conditions of the farmers by developing the mini dam command area. 
  • Analysis of the local small holder farmers’ capacity to manage day-to-day business based on farming practice using the advanced irrigation technologies to generate income. 
  • Develop detailed financial analysis of the suitable mode of the financing (size and packages) for smallholder farmers in order to ensure they will be out of subsistence to maintain above the livelihood.   
  • Develop detailed technical analysis of affordable advanced technologies and different cropping pattern to be practiced by small holder farmers in order to develop mini dam command area.  
  • An estimation of the possible extension of the project to the other mini dam command area in the other regions. 
  • Detailed cost estimation of the equipment, civil works and overall other investment project(s). 
  • Comprehensive analysis for the financing plan, project organization, environmental protection, water resources management and institutional governance.
