The overall objective of the EU-funded Balochistan Rural Development and Community Empowerment (BRACE) Programme is “to support the Govt. of Balochistan (GoB) in reducing the negative impact of economic deprivation, poverty, social inequality, environmental degradation, climate change and to turn this into opportunities to build and empower resilient communities participating actively in identifying and implementing socio-economic development activities on a sustainable basis in partnership with local authorities”.

Scope of Services

  • Mobilizing and accrediting LGRD-SP team members, identifying and engaging pertinent stakeholders, delineating the domain and authority of the LGRD sector, formulating work procedures for sector plan preparation for the Government of Balochistan, devising the LGRD-SP assignment approach, establishing technical working groups, setting transparent workplan timelines and conducting a comparative analysis of past and present sector plans, crafting an Inception Report and an LGRD-SP assignment workplan.
  • Design and formulate the LGRD-SP in accordance with procedures of Govt. of Balochistan.
  • Specifically identify and quantify LGRD-SP contribution to achieving SDG’s.
  • Develop the plan to a stage ready for submission for approval/adoption/notification by relevant approving authorities of Govt. of Balochistan.
  • Ensure compliance with the drafted provincial community led local governance (CLLG) policy of Govt. of Balochistan.
  • Establish expected sector development outcomes and sector policies, including the CLLG Policy, to drive progress.
  • Outline sector resources (needed and/or available) and create a sector monitoring and evaluation (M&E) along with key performance indicator (KPI) framework for effective oversight.
