Pakistan faced a historical flood in 2022 mainly due to climate change. Balochistan is the most effected province. The Government and ADB allocated $531 million for the Emergency Flood Assistance Project (EFAP), with $56.8 million specifically designated for the Balochistan Irrigation Department. A $5.99 million budget supports detailed engineering design and construction supervision under Project Management Consultants (PMC). The proposed project comprises 118 sub-projects to strengthened, rehabilitated and reconstructed in all districts of Balochistan consisting of 23-storages, 20-flood and perennial irrigation, 2-flood management and 73-flood protection sub-projects (37-Priority/36-Supplementary sub-projects). 

Scope of Services

The Scope of this project management consultancy services consists of the following: 

  • To prepare the sub-projects which is technically viable, economically feasible, environmentally and operationally sustainable and socially acceptable. 
  • Provide optimized solution and climate resilient design to rehabilitation/reconstruction of storage/dams/spillways/embankments. 
  • Carry out necessary studies, designs, surveys and investigations. 
  • Conduct economic and financial analyses, reviewing and updating social, gender, resettlement, environmental, and socio-economic studies. 
  • warding the contracts, provide comparison of sub-project alternatives from technical economic, environmental, O&M, sustainability and social perspective. 
  • Approvals of QA/QC plans of Contactor 
  • Pre-Construction joint surveys with Contractor 
  • Top supervision of subprojects where flood management works are involved. 
  • Full-time on-site supervision of Contractor’s works for all other sub-projects for the compliance with the specifications, drawings, bill of quantities and other conditions of contracts; and verification of quality and quantity of works and bills. 
  • Review and supervise implementation of the environmental mitigation measures and monitoring plan in line with ADB’s safeguard policy statement. 
  • Prepare monthly and quarterly progress reports from quality control, quantity survey and field measurements. 
  • Prepare a comprehensive construction completion report and Manual for Operation and Maintenance on completion of the contract.
