It is a wide-ranging reform program by Govt. of Punjab in the water sector to improve fiscal management and the quality-of-service delivery. The project aims at promoting more efficient fiscal management and the rationalization of asset management to ensure the sustainability of the hydraulic infrastructure.

The objective of the monitoring and evaluation by an independent third party is to ensure proper implementation of M&R works as per the Department’s currently in vogue procedures for “Performance evaluation / engineering audit of M&R Works. It is estimated that average cost of M&R works per year will be of the order of about Rs. 7,500 million of the Irrigation Department.

Scope of Services

Carry out need assessment of canals and drainage system, barrages, dams, flood works in the province of Punjab and identify the works necessary to operate and maintain the system in satisfactory condition on annual basis.

Review the draft work plan proposed by field formation and assist in finalization of annual works.

Development of statistical techniques to randomly select the repair and maintenance works of different categories, stages and financial outlay and submit to irrigation department for deliberation and approval.

Carry out field verification, spot checking of estimate and verify the final bills of works submitted by the contractor Review the bidding process and documents

Verifying the quality and quantity of work by adequate spot checks in the field on all the specially selected schemes at all stages as directed by the Punjab Irrigation department;

Preparation of the performance report and suggestion for improvement of each division on the basis of selected sample.

Monitoring and checking of the mechanical works of department including works of Mechanical and Machinery Circles, Tubewells / lift irrigation schemes, under M&R costs in Development Zone, Research zone including DLR, Nandipur Research Station & Physics Directorate, along with other Irrigation Zones of the department.

Resident Supervision of flood emergency and vetting of estimates of the flood emergency works.
